I think that Text Cash Network is not a scam. It is free to sign up but it needs you to submit you email address and cellphone number. They will give you the code to verifiy your email address and Cellphone number.

I am not really 100 percent sure for this but there's nothing to lose if you sign up n this program. Just three to five minutes sign up process and it is free.
